The latch isn't a lock
Most window latches hold the window closed. They don't lock it.
The standard crescent latch on a double-hung window keeps it from rattling, but it can be slipped from outside with a thin blade, and it does nothing to stop the sash being forced up from below.
A sash lock clamps to the frame and pins the window in place. Tighten it down and the sash cannot be lifted or slid, whether you set it fully closed or open a few inches for air.
A latch keeps a window shut. A lock keeps it shut on your terms.
